Abstract: Various types of innovation base, built under past development strategies for science and technology in China, have shaped innovation chain and established and developed management systems and improving innovation capacity. However, because of the influences of the original system, the governance mode, functions, and management system are still to be improved. We should strengthen standardized management and balanced development, improve input mechanism and governance mode, and establish evaluation system so as to meet the new requirements of structural adjustment.
