Abstract: Comprehensive measures are adopted in Jilin Province to promote S&T industries through projects, policies, talents, and cooperation among governmental departments. In identification of issues like few fund sources, loose cooperation among industries, universities, and institutes, and to be built S&T agent services system, the article recommends systematic design in promoting them.
