Abstract: In facing new challenges and opportunities for developing high-tech industry in China, the policy for high-tech enterprises in the new period makes substantial adjustment in alignment with requirements and objectives in the outline of national medium and long-term science and technology planning. The seven orientations include lifting regional limitations on policy support, possessing intangible assets like homegrown R&D, core homegrown intellectual property rights, and rapid commercialization of research results. With reference to statistics of high-tech enterprises recognized in 2008, the article carries out in depth analysis of the new provisions and their connotations.
